Spanish Regime (Long after 1568-1900)

The Spanish colonizers formed a “Municipio” or a small township and appointed town officials with following composition:

July 4, 1946 - The Declaration of Independence

The New Society

Under Presidential Decree 826, the structure of municipal governments were changed into Sangguniang Bayan. Several posts were added to include representations from Professional, Industrial and Kabataang Barangay Federation (Youth Council) sectors.September 21, 1972 - The Declaration of Martial Law by Philippine President Ferdinand E. Marcos.In December 15, 1975, The Sangguniang Bayan of Sapian was organized with the following composition:

January 18, 1988 - The new President of the Philippines Madame Corazon Aquino called for first election.

The incumbent Officers-In-Charge who wished to run for election were considered ipso facto resigned, the vacated positions where filled up with another Officers-In-Charge.

The new Officers-In-Charged who served Sapian for 2 months by virtue of the power vested under Republic Acts 6636 and 3637 were:

May 1998 Election - Hon. Rodel Obordo was banned from seeking candidacy for Mayor at this election as he had successfully completed his tree consecutive term of office as elected Municipal Mayor of Sapian. He filed his certificate of candidacy as Vice-Mayor instead.

By rule of succession, Vice-Mayor Jonathan O. Gallardo took over as Mayor for three months (from March 1998 to June 1998).
